AS Roma Faces €2.1 Million Fine from UEFA Due to Financial Fair Play Breach
According to reports from Italian football finance media outlet Calcio & Finanza, UEFA is set to impose a €2.1 million fine on AS Roma for failure to comply with the Financial Fair Play (FFP) settlement agreement. The primary reason for the breach is Roma's inability to generate sufficient capital gains through player sales by June 30, 2023.
Due to severe violations of FFP regulations in recent years, leading to substantial annual losses, Roma entered into a five-year settlement agreement with UEFA in the summer of 2022. The agreement required Roma to refrain from further serious breaches and gradually improve the club's financial situation. Consequently, Roma was restricted from significant financial investments in the transfer market.
By signing the settlement agreement, Roma saw the initial fine reduce from €30 million to €5 million. However, if subsequent breaches occur in the coming years, the fine amount will continue to escalate. Additionally, as per the terms of the settlement, Roma must achieve specific financial targets between 2022 and 2025, ultimately ensuring full compliance with the new Financial Fair Play regulations by the 2025/2026 season.
Roma's official financial reports for the 2022/2023 season indicate a failure to fully meet UEFA's financial requirements. The main contributing factor was the club's inability to generate sufficient capital gains through player sales by June 30, 2023. This decision was influenced by Roma's choice to postpone the sale of Ibañez until after July 1, aimed at alleviating the pressure to sell key players before June 30, 2024. This strategic move allowed Roma to retain the core structure of its starting lineup but resulted in capital gains from player sales falling short of €30 million by June 30, prompting UEFA to impose a fine of €2.1 million.
